CECMs Encouraged to Implement Devolution Mandate for Tangible Progress.


MOMBASA: County Executive Committee Members (CECMs) from all devolved units have been urged to safeguard and uphold the tenets of devolution as envisioned in the 2010 constitution to serve the nation better and have impactful tenures serving as County executives. Speaking during the second Kenya Devolution Support Programme (KDSP II) in Mombasa, State Department for Devolution Principal Secretary Teresia Mbaika emphasized the importance of the program in ensuring that the promise of devolution reaches every corner of Kenya.

According to Kenya News Agency, Mbaika highlighted that KDSP II builds upon the progress of its predecessor, aiming to create a solid foundation for service delivery, enhance institutional capacity, and address local needs with locally driven solutions. She commended the CECMs for their willingness to engage, share experiences, and propose innovative solutions, which she believes demonstrates the strength and potential of their partnership. Mbaika reaffirmed the commitment to improving go
vernance and service delivery at the county level as a testament to the potential of devolution.

The Principal Secretary called on the CECMs to remain steadfast in collaboration, emphasizing the need for collective efforts to tackle unique county challenges. She described KDSP II not just as a program, but as a mission to empower citizens, foster sustainable development, and improve the quality of life for all Kenyans. Mbaika stressed the importance of turning commitments into tangible, impactful actions that bring real change to counties.

Peninah Bartuin, chairperson of the CECM’s Devolution Caucus, noted that the collective efforts to strengthen the devolution agenda through KDSP II underscore the shared commitment to transforming the lives of ordinary citizens from the grassroots. She highlighted the achievements of previous engagements, which have led to improvements in county financial statements, adherence to budgeting formats, procurement practices, and public participation.
